Banking explained
How Are Banks Started? Formation, Approval and Origins
A new bank needs owners, capable management, capital, operating systems and permission to conduct banking. The approvals depend on the country and charter. Historically, banking grew from credit, deposits and payments.
How are banks started?#
In modern terms, organizers create a business and obtain banking authorization. They define customers and services, prepare a business plan, recruit management and directors, raise capital, and demonstrate that the institution can operate safely. A bank charter, deposit-insurance approval and any relevant ownership or membership approvals address different questions. Incorporating a company or launching an app is not, by itself, permission to operate a bank. S187S191
The sequence below describes the main work rather than a fixed global filing order. Applications may interact, and the relevant authority determines the evidence, timetable and conditions for a particular proposal. The U.S. Federal Reserve overview is dated 2013; the OCC charter-manual landing page points to its 2021 booklet and licensing forms. The current UK process page was checked on 11 October 2026. The work before a bank opens#
| Work | What organizers need to establish |
|---|---|
| Business proposition | Who the bank will serve, its products, projected finances and why the model is viable S187 |
| Ownership and management | Who controls the institution and who will direct its operations S187 |
| Capital and funding | How it will fund operations and absorb losses under its business plan S187 |
| Risk and operating arrangements | How it will manage risks and carry out banking activities safely S187 |
| Regulatory applications | The charter or authorization, insurance and other approvals relevant to the proposal S187S191 |
| Readiness for opening | Completion of the applicable approval conditions; a restricted authorization is not unrestricted permission S205 |
These are connected tasks. For example, the intended products affect staffing, systems, risk controls and the financial plan. A proposed bank cannot make those decisions solely by choosing a company name. The UK authority's process explicitly includes pre-application discussion so that organizers and regulators can identify major issues early. S205
Starting a bank in the United States#
The Federal Reserve's overview distinguishes a national charter, issued by the OCC, from a state charter. It also explains FDIC deposit-insurance approval and additional Federal Reserve approvals where a company will control the bank or a state-chartered bank will join the Federal Reserve System. This is the broad framework for the proposed insured bank described there, not a claim that every specialized institution has identical requirements. S187
The OCC Charters page is the official starting point for its national-bank and federal-savings-association guidance and licensing forms. A state-charter proposal needs the relevant state's authority instead. Use the FDIC application resources for the insurance process. No universal dollar minimum or guaranteed approval time is asserted here. S191
Starting a bank in the United Kingdom#
The Bank of England's New Bank Start-up Unit describes pre-application work, assessment of the application and, for suitable proposals, authorization with restrictions during mobilisation. The purpose of that route is to let a new firm complete specified preparations while restricted, before it operates without those restrictions. It is a distinct UK process, not a renamed U.S. charter application. S205
The official UK authorization process explains the stages and links to the responsible authorities. Other countries require their own central-bank or supervisory sources. This page answers how formation works; it does not replace current application instructions for an individual proposal.
How banks started historically#
If the question means “how did banking begin?”, the answer is different. Banking developed from combinations of lending, deposits, exchange and payments rather than one modern incorporation event. Isocrates' account of Pasion provides ancient testimony about a banker-customer relationship. Later public-bank foundations, such as Barcelona's Taula de Canvi in 1401, reflect different institutional purposes. S178S133
There is no single founder of banking worldwide. The first-bank comparison separates ancient credit, deposit businesses, public banks and surviving institutions; the history of banking follows their development. Those histories explain origins without projecting present-day licensing procedures onto ancient institutions.
