Banking explained
Commercial Banks vs Financial Institutions: The Difference
A commercial bank is a financial institution, but not every financial institution is a bank. Banks combine deposits, payments and lending; other institutions may insure, invest or lend without taking bank deposits.
Is a commercial bank the same as a financial institution?#
A commercial bank is one kind of financial institution. The broader category also includes institutions such as insurers, finance companies and mutual funds. The comparison is therefore between a member and a category, not two mutually exclusive industries. Legal definitions vary, so a broad economic description should not be substituted for a jurisdiction's licensing rules. S185S186
The useful distinction is what each institution does and what claim its customer owns. A bank deposit, a fund share, an insurance policy and a loan agreement are not interchangeable merely because all involve money. S185S190
| Institution | Typical role | Customer relationship |
|---|---|---|
| Commercial bank | Deposits, payments and lending | Depositor, payment-account holder or borrower S186 |
| Credit union | Member-based deposit and credit services | Membership and product protections follow the applicable regime S185 |
| Finance company | Extends credit | A borrower owes the company; lending alone does not prove it takes bank deposits S185 |
| Insurer | Provides contractual insurance coverage | The customer holds a policy S185 |
| Mutual fund | Pools investments | The investor holds fund shares, rather than a bank deposit S190 |
| Central bank | Monetary and settlement responsibilities | Its mandate and counterparties differ from ordinary customer banking S184 |
Why lending alone does not make a bank#
A person, company or investment vehicle can lend resources without operating a deposit bank. Commercial banks are distinctive because lending interacts with their deposit liabilities and payment services. A bank that credits a borrower's account normally creates a loan asset and a matching deposit liability. That accounting mechanism does not describe every nonbank lender's funding model. S004S186
This is why the name of an app or the availability of a loan is insufficient to identify the institution behind it. Ask which legal entity provides the account or credit, whether it is a bank, and which terms apply to the particular product. For an explanation of entry into banking, see how banks are started.
Deposit protection follows the product and institution#
The FDIC's deposit-insurance explanation distinguishes insured deposits from nondeposit products such as mutual funds, securities and insurance products. Buying an investment through a bank does not turn it into an insured bank deposit. Coverage rules also have conditions and limits; the word “financial institution” alone supplies no coverage promise. S190
That is a U.S. example. Other countries have their own schemes and eligibility rules. Compare the legal provider and product rather than assuming every institution or every asset held through a bank receives the same protection.
Commercial bank, central bank and state bank#
A central bank is another kind of financial institution, with monetary and settlement responsibilities rather than the same customer role as a commercial bank. A “state bank” label can instead describe a charter, ownership or an institution's proper name. These classifications answer different questions. S184S185S188S189
The commercial-versus-central-bank comparison covers their functions, money and balance sheets. The state-bank guide separates the three meanings of “state.”
